Foreign residence is not read from a single house. Classical practice looks at a combination, and the combination matters far more than any one placement — which is why a page telling you the twelfth house alone decides it is not telling you much.

The twelfth house is not simply the house of loss
The twelfth is usually translated as loss, expense and isolation, and readers understandably take fright when it turns out to be strong in their chart. That translation is incomplete. It is the house of what lies beyond the familiar — foreign places, retreat, spiritual practice, sleep, and expenditure of every kind, including the kind you choose gladly.
A strong twelfth house in the chart of somebody who has built a life abroad is not an affliction being suffered. It is a house doing exactly what it describes.
How the timing is judged
As with everything in Jyotish, timing comes from the dashas. A period belonging to a planet connected with the ninth or twelfth house is when the tradition would expect the matter to become live, supported by the transits of Jupiter and Saturn across those houses.
Rahu is worth naming here because it is invoked so often. It is associated with the unconventional and the foreign, and a Rahu period touching those houses is what most popular writing actually means when it says videsh yog.
What no chart can tell you
A chart cannot approve a visa, name a country, or fix a departure date. Anyone selling that is selling certainty rather than astrology, and the certainty is manufactured.
What a reading can honestly offer is which periods the tradition considers favourable for the attempt, which houses in your chart carry the matter, and where the supporting strength is thin. That is useful for planning and useless as a guarantee, and the difference between those two things is the whole of an honest reading.
